In the heart of South-East Queensland, parks once known for picnics and family gatherings are now crowded with tents. These aren’t camping trips. They are acts of survival. From Brisbane to Logan to Ipswich, hundreds of Australians are seeking shelter wherever they can—because they have nowhere else to go.
And yet, rather than respond with compassion, some local councils are proposing to criminalise homelessness, threatening people with fines as high as $8,000 for simply sleeping outdoors. For people already without homes, without income, and without support, this isn’t just unjust—it’s inhumane.
At Sheltered by Grace, we see the reality every single day. We are more than a homeless shelter in Brisbane—we are a community, a refuge, and a lifeline. But the truth is stark: homelessness is not the core issue. It’s a visible symptom of a much deeper societal collapse—one that Australia, the United Kingdom, and Canada are all facing together.
A Nation in Denial
When No One Takes Responsibility
For over a decade, Sheltered by Grace has been the only dedicated homeless shelter in Logan, tirelessly supporting those who’ve fallen through the cracks. And still, our request for discounted council rates was denied.
Why? Because, we were told, “Homelessness is not a council issue.” Skyrocketing rents, stagnant wages, and shrinking safety nets are leaving more people behind. Governments point fingers at one another, and the public is told to “wait it out” while more people are pushed into the margins.
State governments say it’s a federal matter. The federal government passes the baton right back. This endless finger-pointing reveals a governance system unwilling—or unable—to take ownership. And in the meantime, real people suffer.
This is what policy experts call a “wicked problem”—a deeply entrenched issue with no clear owner and no easy fix. But just because it’s difficult doesn’t mean it’s unsolvable. It just requires political courage and moral clarity—both of which are in painfully short supply.
